- DMS models clergy workforce planning: the established (DBF-funded) posts, a ten-year clergy-numbers trajectory, and pastoral-reorganisation proposals with frozen evidence — a proposal is explicitly not a Pastoral Scheme.
- DMS is one codebase split into installable packages, config-driven (table names and vocabularies are configuration, not code), so it is portable diocese to diocese: each diocese runs the same core on its own subdomain and database, no forking.
